Shakhbulat Giravov was born in November 24, 1976.

In 1997 graduated from the Dagestan State Institute of National Economy (Department of "Management").

2007 - State University "Higher School of Economics" specialty "Legal regulation of economic policy".

In 2001 graduated from the "President's program management training for national economy of the Russian Federation" specialization "Finance and Credit".

More than 15 years of successful experience in the mineral resources management geoelectromagnetic exploration and evaluation of mineral deposits.

As for now - Chairman of the Board of Nonprofit Partnership "Moscow President Club" - Alumni Club presidential retraining programs. Was member of the Expert Advisory Board on valuation activities Development of Russia (2005 - 2007 years).

Married; two children.

Background and options for reform of the system of the state regulation of subsoil use

Analysing the activity of the system of state regulation of subsoil use, the existing legal acts and experience of mining enterprises, proposals to improve the existiong system have been developed. At the stage it is proposed to start the concentration of state functions related to subsurface use in the unified state authority - State Commission on Mineral Resources with the support of NP NAEN as a public forum for discussion and elabaration of proposal on improvement of the system of subsoil management, coordination and harmonisation of approaches of the state stractures
