Session 1 – Mining policies, practices and emerging investment opportunities in Central Asia
Under the current mining legislation, Central Asian States are not likely to see a large increase in investment either for mining or exploration. Changing the status and raising the profile of mining legislation is extremely important for the further economic development and creation of a favourable investment climate that will ensure a steady flow of foreign direct investment in the mining industry. The session will examine important measures introduced by the governments of Kazakhstan, Tajikistan and the Kyrgyz Republic to create pro-mining policy favourable for subsoil users and investors. How do these measures compare with the Global Practices? How competitive are Central Asia’s States as a place for international mining investment?  How has the mining investment universe changed during the global economic downturn and what opportunities are investors  looking for in Central Asia? To what extent have changes to the mining laws benefited domestic and foreign mining companies?
